The FIFA World Cup 2026 is set to be the most revolutionary tournament in recent history, not just because of its scale, but because of how the game itself will be played. FIFA has officially ratified five major regulatory changes designed to eliminate time-wasting, speed up restarts, and empower referees.
According to reports, including insights from journalist Gastón Edul, these changes aim to keep the ball in play longer and reduce the friction between players and officials.
1. The 10-Second Substitution Rule
Say goodbye to the slow stroll across the pitch during a tactical sub. Players being replaced now have a maximum of 10 seconds to leave the field. If a player exceeds this limit, their replacement must wait one full minute before entering. This means the team will play with 10 men for 60 seconds as a penalty for the delay.
2. The 5-Second Limit for Restarts
To keep the tempo high, FIFA is putting a clock on set pieces. Throw-ins and goal kicks must now be executed within 5 seconds. If the player fails to restart play in time, possession is immediately awarded to the opposing team.
3. Medical Treatment Penalty
To prevent players from “faking” injuries to kill time, any player receiving medical attention on the pitch must stay off the field for one minute before returning. The only exception is if the injury was caused by a foul that resulted in a yellow or red card for the opponent.
4. Expanded VAR Powers
VAR is getting more responsibility to ensure match-defining errors are avoided. For the first time, video officials will be able to review:
- Second yellow cards that lead to a sending-off.
- Incorrectly awarded corners (to ensure the correct restart).
5. The “Captain Only” Zone
In a move to stop “referee crowding,” only the team captain is permitted to approach the official to discuss a decision. Any other player who approaches the referee to protest or demand explanations will be cautioned with an immediate yellow card.
